Don't see the Basic Options

I need to use the SQL-Where expression but i don't see the tab for the Basic Options...
I use Joomla Spanish 1.5.21 and i have tried with joodb component in 1.6.1 and 1.7 versions.

Somebody know if can i edit the field params in the table jos_joobd to include the SQL-WHERE Statement "by hand"...
Something like where_statement="table.state='confirmed'"
